Author SWF in layers

I am trying to put 2 different .SWF into 2 different layers (one on top of each
other) one as background and the other as the actual web page. How can I have 1
swf always on top??

And If I can how can I have one of the layers centered in the browser's
window??

No experience with this, but active content (such as swf's) always punch
through layers to be on top. Curious as to what you are finding.
