Author trying to create a dealer locator

Good Day All,

I am trying to create a simple dealer locator for my website. I have a page
"Contact Us" that I would like to place a hyperlink that will open a "popup"
box that would allow the user to select the state then the new page would open
with dealers located within that state. Is this possible with any ease?
