Author Template won't change document type

I'm trying to change a template-based page to ASP by adding
<%@LANGUAGE="VBSCRIPT" %> above the html tag, however I keep getting the
"Making this change would require changing code..." error.

Has anyone else run into this problem? I've updated other sites in this manner
in the past, but this site has me at my wits end.

I'm using Dreamweaver MX and the codeOutsideHTMLIsLocked is set to "false":

Just save the page with an ASP extension. When you add your VBscripting to
the page, DW will do this for you. That is unless you have locked that
region above <html> - have you?

Thanks for your quick response,

If I do a Save As and choose ASP under Type it will add the VB code at the
top, then I can add a recordset, now when I try to add an insert record
behavior it tells me I can't make the change to the locked template.

The region above the <html> tag is unlocked

I downloaded the Dreamweaver 8 trial and the problem is gone...now to see if I can scrape up $200 for the upgrade.
