Dreamweaver - Web form development?

I am working in Dreamweaver, Ver. 4.0. I need some type of form processing.
This is done with a scripting language and since I am using a shared SSL, I
need script written in PERL (cgi script)

My web form needs to submit information, and there needs to be a back end to
process the info on how I need to send to an email address and payment
processing, etc.
