A testing server is the server you run your application on to make sure
everything works before you take it live on the remote server where everyone
will see it. This can vary, but most people have the testing server on
their computer. If you are running Win 2K Pro, Win XP Pro or Win 2003, you
have Internet Information Server already available to you on your machine
with the address http://localhost/ . If you don't have one of those
operating systems, you can easily (and for free) download Apache server at
http://www.apache.org.

What server model are you planning to use?

Your slashes are pointing in opposite directions. Change it to
http://localhost/

But only if you've installed it:
- Control Panel > Add/Remove Windows Components > Internet Information
Services (IIS) to install
- Control Panel > Administrative Tools > Services > [Probably IIS; don't
have it installed] to run it
