I'm trying to test out my styles and apply th and td overrides to the .html as
it comes into a positioned layer. How do I call this external page and display
it in my site?

Huh? <th> and <td> overrides?

Is your question "how do I display an external page on my webpage"? The
answer to that is you have to use frames or IFrames (the same problems as
frames). This will only work if the author of the external page has given
you permission and has not used javascript to prevent you from doing it,
however.

Is your question "how do I do the above *and* change the appearance of the
incoming page"? The answer is that you cannot.

Let me be more specific. I have a .CSS that contains the formatting for my
table. I have a layer into which I'd like to call
http://www.spidermaps.com/mvcyotrack/smaptable.php , display the results and
apply the .CSS.
