Hi,

Can layers be made to scroll when text runs on longer than the parameters for
the layer area? If not, is there anything else I can try to make this easier
than putting a link for "next."

Yes. Set the overflow style to auto, e.g.,

<div id="foo" style="overflow:auto; height:250px....
