I'm trying to create an HTML page that will essential insert dynamic data that
a user will then post into their HTML enabled email client (MS Outlook).
However, Outlook, and all mail programs don't interpret CSS and HTML 4.0 well.
I need to dumb down the HTML to 3.2 and get rid of using CSS. Is there an easy
way that I could convert a HTML 4.0 created document and convert it to 3.2?

No, you don't need to do this at all. Move your CSS into the body of the
email. Make all your links absolute. Your page will email beautifully like
that.
