Nested Repeat Regions ??

| I'm working in DW MX, MySQL, php.
I have two tables in a one to many relationship. I'd like to display the data
as follows:
State: ___ (one side)
1. URL (one side)
2. URL (one side)
3. URL (one side)
Many Item 1
Many Item 2
Many Item 3
Many item 4
Many Item 5
I would like to display the State and 3 URLS once, then have as many "many"
items as are in the database displayed below the state information. i.e. for
each state, I have several items that go with it. I don't want to display the
data so that the state, url and many item is repeated. I want to display each
state ONCE and then have the many items under the corresponding state.
Ideas? Is this a nested repeat region? If so, How do I do that so it comes
out accurately?
