you know the old doctor joke,
My elbow hurts when i do this-
Stop doing that.

(opinion)there isn't any reasonable way to get flyout menus to float over a
different frame for all visitors. Trying some of the solutions will wind up
shoveling js with both hands onto every page.

Basically you can't, as your frame is the total viewing space available. You
may have to rethink your design, but I would question why you are moving
from no frames to frames as it is a backward step.
