You have to have access to the server where it is being held. You need the ftp address, the user name, and the password. Then you can log-in and delete away.

How did you know to say all that when the poster didn't even say what their
question is?

Their question was how do you take a site offline, in the topic summary.

Open Dreamweaver.
Open the F1 help, dw menu-->Help-->Using Dreamweaver

see the info about Defining a site.

in short, make a new empty folder on your machine.
define a new site using this new empty folder as the Local Site Folder.

Enter the FTP info for this site into the site definition.

open the F8 Site Manager window.
connect.

select the remote files, and click GET

Gosh, I was starting to think you were a mindreader
There was no topic summary in the Newsgroup version.

Well, if a web forums user wants to be sure that he gets NO help from the
NNTP forums, that'd be the way to post. :-D
