Author layers going to 100%

is there a way of keeping my layer at the bottom of the screen but stopping it
from moving up past a certain point, but it can go as far down as it wants when
the screen is resized? I know how to keep the layer at the bottom, but am
stumped at the stopping it at 760px on the screen. Any ideas folks?
