Is there a way I can create an online form that a user can update web page
content without knowing html. Something like the page we use to post a message
on this site that includes the option of using underlined & bold text etc

Yes, there is a way. It typically involves building a Content Management
System using a programming language, a database, and a text-area replacement
component to actually allow for the editing of the content.

You can also consider using Macromedia Contribute.
