Author INPUT type="file" Inconsistencies

I've been working on a web app that allows folks to upload a file.

I'm using an INPUT field type="file" to capture the file.

This works fine. Here's the catch...

If they upload from within Firefox, the field grabs the filename...exactly
what I want.

However, if they upload from IE, they field grabs the ENTIRE file path on
their local machine.

Questions:

a) why?
b) isn't that a security concern for IE users?
c) is there a way to fix that on the client-side, or do I simply need to
parse out the file on the back-end?
