You're attempting to work with two concepts that rarely work together, let
alone always work great on their own.
Frames are simply multiple pages displayed in one browser. Each page is
given the space of the frame. So, if you have DHTML menus the fly-out,
you're only going to see whatever can fit in that particular frame. They
can't cross-over the frame divisions*
The 'easiest' solution, and likely the better one, is to rethink your use of
frames. Ask yourself why you are using them. Is there a different bit of
technology that can resolve the issues as well as or better than frames?

* that's not entirely true...I have seen some elaborate work-arounds for
this, but if you are new to javascript, let alone HTML, I don't think this
would be much of an option.

What particular DHTML menu program are you talking about?
If you are saying that you show a menu in the top frame and when it is
shown, it appears to go under the bottom frame, then there isn't a way
around that. You cannot show a menu (positioned DIV layer, whatever you
want to call it) that crosses frame borders.
What you can do is to show the menu in the bottom frame from a trigger
in the top frame, how and if you can do it with your menu system will
depend entirely on that menu system. Which one are you using.

| And if the bottom frame scrolls, then the menus will underflow the top
frame. You cannot win with drop-down menus and frames.
Personally, I'd be as happy to see you dump the frames as the menu....
