Author Help with a login creation

At www.STLBlues.net, I'd like to create a login 'user name' system similar to
a similar site at www.stlscene.com. It'll need an automated confirm email,
forgotten password mailback, etc. I've never done a database, or any
programming. Is there a 3rd party software that can 'wizard' you thru this, a
php site that can help, or finally a tutorial to do it myself. Is there a
median cost out there for having this built? Dave
