when Previewing a page in IE its ok ,in netscape and firefox the footer
disappears when resizing, the z index is set to 100 for the Footer and the main
content area is set to 1 when resizing the window my main content area covers
the footer.

Hi

You have height defined on your divs, IE gets height badly wrong and
expands the div regardless of the height value. When height is defined
it should be respected and the browser should allow the contents of the
div to flow outside the div once the height value has been exceded.

You need to be very wary of setting a height on an element when its
contents can be resized.
