Author Can't open Extension Manager in DW 2004

I have installed Flash 8 with the new Extension Manager (version 1.7.240). I
can't open the new Extension Manager within Dreamweaver 2004. The "Manage
Extensions ..." Command is light grey (not avilable).
On the other hand, the new Extension Manager is available within Fireworks
2004, Flash 2004 & Flash 8.
Anyone can help ? Thank you!
