Author are html formatting tags dead?

Hi, Was looking for examples of good use of CSS, so started looking around at
some big name sites. After hearing so much about how great the BBC web site
has become, rave reviews for design, layout and aseccability. I thought it
would be a great of example of pure CSS. http://www.bbc.co.uk/entertainment/
But not only is is the site mainly made of of tables, it has also has lots of
HTML formatting tags such as font size and backround images within TD cells.
Why do you think they are still designing the pages like this? Do you think
their CMS pushes out the code like this?

That's very likely. The state of most CMS 'templating' engines is of HTML
circa 1998.

We purchased a CMS last year. At a MINIMUM, to put some content on the page
you needed tables nested 3-deep. It was ridiculous. Needless to say, we
through the CMS out within a few weeks.

I know ESPN redid their entire site in complete standards markup + CSS last
year, but there was still invalid markup due to the crapiness of the CMS.

Yet another reason why I think the CMS industry is mainly a scam. ;o)
