Can't have the layers to stay in place when using a

I'm trying to create a menu in the library with rollover layers. It works if
the page scrolls down. If the page doesn't scroll down, the layers jump down
the page, but if the page is resized they go back in place. I have this problem
in Explorer only, in Safari it works. www.jamesrossadvertising.com/hygoweb

so i should remove the layers from the library item along with the css and have layers in every page right after the <body>

i'm ok for ditching the layer (that just cause me problems), but what about the background image in the a:hover? if i do that a bunch of arrows appear in the back of my linked type...
