Author Save as and Temp file issue

When I preview my site with Drewmweaver and it builds a TMPnumbers.htm file
that file works perfectly if i Choose Save As the file nolonger works
correctly. I am using a <!--#include file='cover.htm' --> . So if I change my
TMPnumber.htm file to index.htm it works fine unless I resave it. What could
cause this?

All DW does in the temp files is to "include" the includes, and convert the
root relative to document relative links. There is no other stuff in
there....
