Author hot spots in templates

Hi

I am creating a site which is using templates with editable regions.

On one of my pages i have created an image in photoshop. And inserted it in
the middle of this page. I want this image to have rollovers so when the
viewer rollsover part of the image some information will come up on the side of
the image.

My hot spot key is not working - i use it, the time symbol comes up, and then
blank...nothing.....not even an outline.

I have opened other web pages up and they seem to work file (although these
pages dont have templates)

Do you know whats going on? or any other suggestion on how i can achieve 'this
look'
