The problem was the layer was in % and it needed to be px.

I am not sure, the beginning menu in 2004 has an option to choose a template
using CSS and I chose that one. It worked very well for me.

DMX2004 is supplied with many page "templates", and as far as I know, none
of them use 'layers' sized with percentages. Did you create this layer?
