Pop-up menu as library file?

| I?ve been trying to produce a navigation bar using buttons with pop-up
behaviors and make it a library item, but I?m running into brick walls.
First, I?m having difficulty importing the original html file in the library,
but I?ve been able to do that.
However, I cannot got back and edit the menu - add or modify existing
selections - when it's a library file. I have to go back to the original html
file for the menu, and that doesn?t work.
What am I doing wrong here? Thanks,
