Can't connect to an FTP server

| Suddenly can't connect to any ftp server via DreamWeaver nor directly from IE
with any address for example ftp://213.171.193.5
Problem could be coincident with installing Windows SP2. I've turned off the
Windows Firewall but to no avail.
Any ideas very much appreciated.

Very possibly .. I have heard all kinds of nightmarish stories re: SP2 and
therefore, have decided not to install it myself .. there are some serious
bugs to be solved.
