Your proposed solution solves one problem, but not the other. I'd rather not
use an image because I can't change button dimensions on the fly that way.
Again, while I appreciate your concern, my reasons for wishing to use input
buttons is not what's in question here. The question was : can CSS be used
to imitate an ALT text line on mouseover, which was the big advantage of
using GIF buttons? And could I change the appearance of the button (color or
text) OnClick without refreshing the page, like I could with GIFs using a
javascript image swap?

No. This is not what CSS does. You can, however, use js to reveal
previously hidden information onMouseOver.

Only by using javascript to swap classes.
