| You can do it with a graphics editor making the thin border part of the
image, or you can do it with CSS using a thin border, or you can do it any
number of different ways.
In this case, the webmaster nested the table containing this image within an
outer table 2px wider than the inner one. And it's the outer table's
background color you see around the image.
