what is the best way to fade in and then fade out an image in dreamweaver mx 2004 without using fireworks or Flash. are there commands in dreamweaver itself that can do this ?

No, you'll need to create either an animated gif (with e.g. Fireworks)
or a flash movie (with Flash). I suggest the latter.
