Author popup menu not visible in browser

I have created several websites in Dreamweaver and importing the Fireworks
popup menus. I have heard from a couple of people that they can't see this
navigation. Therefore, they get a website in which they can't navigate.
Any idea why?? Is it a setting in IE???
