Are you using Frames? Looks like it.

And what you want is some way to make the navigation element to the current
page shown in the other frame NOT have a link? Uhbboy. There's not going
to be an easy way to do that without getting into cross-frame show-hide
layers or custom javascript.

As an example of the former method, you could have a layer for each
navigation button that contains the DOWN button image only *AND* no link on
it. Superimpose each such layer over the associated navigation element, and
hide it. Make each page that loads into the content frame SHOW the
associated layer, and hide all the rest.

Gotta love frames....
