Author absolute scrolling layer

Is there a script or extention for making an absoute layer which scrolls
independently within another positionable layer?

The problem: I'm working on a FAQ listing of questions and scrolling answers
below the questions at top. I want to click on a given FAQuestion and it
scrolls down to the anchor I've placed at that particular answer.... all this
within the layer nested in a table.

I used to have a behavior/extension which created this automatically....before
a crash.

Any help or guidance would be appreciated.
Thanks,
F.

You may find something at Marjas' site:

Have you checked out Toggler - may be useful for your FAQ
