Most likely because you have set your events for list to v5+ browsers in one
version, and have only got v4+ browsers in the other. If you want to
support v4+ browsers, you cannot apply event handlers directly to a div tag.
Furthermore, it is not necessary to apply these behaviors to the div tag to
get reliable and simple pop-up menus. Check the tutorials here -

You are trying to apply a behavior directly to a 'layer'? Sounds a little
dicey to me. What are you trying to accomplish?
