Author Template, CSS, both or niether - Dumb noob question

Hi All,

First of all, I'm new to Dreamweaver and am using DW MX2004. I'm trying to setup a website that
has a very consistent look to it. I have made an index page that has a fixed table in the form
of a "C". The top piece has the site name, the left side has the navigation toolbar and the
bottom has the misc. stuff (counter, date modified, etc.). The open part in the middle will
change weekly with results from the league play.

My questions are:

Should I make a template with an editable region in the middle of the "C" or use CSS to set up
the page and call the CSS on each page?

Can I use them together ( in case I decide to change header colour or something)? If so, do I
create the template first and apply the CSS to it or do I create the CSS first and call it from
within the template?

Is there someplace I can upload the index page for you to view in case my explanation sucks?
Would I upload the template as well or does the index page already have all the info?

Thanks
