I would like to be able to display a graph in a frame different from the one
in which the selection was made. Are Frames the way to accomplish this?

More generally, I would like the user to be able to select a menu option
from one frame and have the results displayed in a second frame.

Any pointers to docs and/or examples (inc Web pages) would be very greatly
appreciated.

With the frameset open, make the link to the page containing the graph, and
use the Target field to select teh desired frame.
