In a template, how do you make the actual layer an editable region as well as the layer content?

I want to be able to adjust the layer's position from page to page in my site.

Insert an editable region somewere on the page so that you can insert a
layer into it without a) nesting inside another layer, or b) putting it in a
table cell. I usually do this immediately above </body>.

Use this editable region as a place to drop your 'layers'.
