Author Template Bug?

I am having the following problem when editing a page that has a template
applied to it.

1. I open a .cfm file that has a template applied to it.
2. I make a change, in an editable region of the document.
3. I save the file.
4. I go to my file panel and double-click a new file to open it.
5. I then get a message that "You have made changes to code that is not marked
as editable. If you retain those changes, they will be lost the next time you
apply a template to this file. Do you want to retain those changes until then?
6. I say click 'No'.
7. My cursor changes to the document/arrow, like I've dragged and dropped the
file I was trying to open into the one I was editing.
8. If I click into the document I was editing, an <A HREF> tag is inserted
with the path of the document I was trying to open.

Am I doing something wrong or is this a bug? I am running DW 2004 7.0.1 on
Windows 2000, SP4.
