Layers only working in Safari, not IE or Mozilla

| Hi all,
I'm rebuilding my site using Dreamweaver. I've based it on the 2 column css
and it works fine in Safari on my mac. However, it's not working right in IE or
Mozilla.
I'm trying to set it up so that I have global navigation across the top of the
site, breadcrumbs beneath that, and then section navigation on the left with
section content to the right of that. What it should look like can be seen at
http://staging.penguinpowered.org/P...red-Correct.jpg
However when I look at it in IE or Mozilla, I see this:

Can anyone advise me as to what I've done wrong and how to fix it ? I've only
been testing in Safari, and I finally got someone else to test tonight. I'm a
little gutted now :(
I'd appreciate any help anyone can offer :)

| Hi, it seems that the nightmare of NS4.X from the past few yeas is repeating
for web-developer, this time with Safari and IE! I have got the converse of
your problem, everything works in PC-IE and doesn't work in Safari. I have
got this problem since a couple of weeks and have written several times in
different forums, but nobody knows exactly about it! I have just got some
unsteady answers.
I'm sorry, I couldn't help you further- but now you know that also the
others have the same problem. Maybe we hope together that a new behavior or
extention for mac-browser check will come soon and we will be able to make
two versions of our sites for different browsers, just like before ...
