i am trying to add sound to a page. i've added the plugin and found the audio
file. i've tried both .wav and mp3 files and neither is playing. at one point
it said that that type of plugin was not allowed? does anyone know to change
plugins that are currently not allowed?

Then use flash. This is really the only way to provide a consistent user
experience that (as an added bonus) can also be designed so that the
end-user can choose NOT to hear your embedded sound.

Reliably/cross-browser/plug-in independant?

No. Again, this is something flash was designed for specifically. Right tool
for the right problem. ;o)
