There's your problem right there. Use Fireworks to make your graphics.
Use Dreamweaver to make your HTML. The problem you describe is typical
of the HTML Fireworks creates since it outputs a intricate and fragile
structure littered with rowspans and colspans which cause changes in the
size of one cell to force size changes in others. These tables are
impossible to fix as they are.
