| Short answer: No.
Long answer: the mere act of viewing a web page involves downloading data
(including image files) from a server which are then stored on the local
hard drive in the browser's cache directory.
The procedure of right-click "Save Picture As" (in Windows) is a secondary
download procedure enabling the end user to store the image in a more
convenient location on the hard drive. In other words, the image has already
been downloaded in order to view the webpage in the first place.
