What would be the best and easiest way to create small gifs from MPG or AVI
videos?

Say I wanted to grab a dozen frames and make a GIF out of it... or would I
be better off using Flash for this?

The size would be about a square inch.

1) If you have MM Director, you can export as frames
2) If you have any video editing software you should be able to export as
frames
