Author Dreamweaver libraries SSI? The difference?

Does anyone know the difference between libraries and SSI as it appears to me that they do the same job.

Libraries are DESIGN time, whereas SSI is RUN time. This means that Library
changes can only affect your pages *WHILE YOU ARE IN DREAMWEAVER*. As such,
a Library item has no significance or effect if it is uploaded to the
server.

On the other hand, an include file is completely effective on the server.

The bottom line is if a Library item is changed, every file containing it
must be uploaded to the remote site to reflect those changes, whereas if an
include file is changed, only that include file itself needs to be uploaded
to reflect the changes.
