We are trying to get our site up to at least a WCAG - A rating. This involves
using header tags in data tables

It is easy enough to deal with single logic level tables as most users have
contribute which deals with this nicely just adding a scope attribute to a th
tag, but I could do with some help with data tables with two logic levels
(look at the link to see what I mean by logical levels)

Has any one already written a command to deal with this or any idea on how not
to confuse the users
