Looking for an answer. Is a library item treated as a independant file? I am
disappointed that in order to update a site with a edited library item, you
have to update each html page and upload to server. Why can't you just replace
the new library item on the server?

Looks like you should be using Server Side Includes instead of library
items.

Because that's not how Library items (which only have significance within
Dreamweaver) work.

You can use Server-side includes to do what you are describing.
