Repost: Default Dreamweaver DTD fails on W3C Validator

| Can somebody tell me why this happens, and is it something I need to worry
about?
The Details:
I have several sites including, http://www.joannezitz.com that are not
recognized by the w3c validator at http://validator.w3.org/ For all of
these sites, I need to tell the Validator they are XHTML 1.0 Transitional.
However, the built in DW Validator, shows 0 errors for the page.
When I make a new page, I use the default DW Basic HTML with the XHTML
compliant box checked. Which is here:
<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN"
"http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd">
<html xmlns="http://www.w3.org/1999/xhtml">
<head>
<meta http-equiv="Content-Type" content="text/html; charset=iso-8859-1"
/>
I am using SSI so the extension is index.shtml, but that shouldn't cause it
to not recognize the DTD should it?
I'm worried this is the tip of the iceberg and I'm having problems with some
browsers that I'm not aware of. Any thoughts would be welcomed.

Here is the error message -
I was not able to extract a character encoding labeling from any of the
valid sources for such information. Without encoding information it is
impossible to validate the document. The sources I tried are:
You have somehow removed this line from your page -

Thanks, you nailed it. I'm using Digital Media's Meta Generator and
evidently I should be leaving the charset alone. If you set that parameter
in Meta Generator it overwrites the default which Dreamweaver correctly
creates the page with.
