Dreamweaver - cookie detection in asp javascript

Hi all,
I know I can detect in asp javascript if the user's machine is set to accept
cookies, however this will return true even if the user has disabled the
cookies for as long as the computer itself is able to accept them.

Is there any way to detect if the visitors has puposly disabled cookies,
