Author scroll bar problem

I been working on this website.. I just cant figure the problem why the
horizational bar appear..
just for your information, i using a frame to display page...
can anyone tell me what the real problem on it.....
help needed

The code is a terrible mess (sorry) and I don't have my hip waders to dive into
it. But if I had to venture a guess at the culprit, it would be the very very
VERY poorly constructed tables.

Always NEST and STACK tables. Never ever merger or split cells. You should have
no colspans or rowspans or table heights or cell heights/widths.
