How hard is it to impement one, and does anyone know of a tutorial?

All that it takes to impliment one is to create it like you would any other
page. No need for a tutorial.

However, you should know that they will mostly just annoy people visiting your
site. They're not appreciated.

Nor are they needed usually. People who want a multimedia experience
usually go to the movies or smoke dope. People who want information come to
the web. They don' need no steenkin' splash pages....
