Author Layer hidden behind form elements

I have a drop down menu made from a table embedded in a layer. when the
layer is triggered, it is partially hidden by a form text field just below
it. How can I get the layer to "float" over the form elements?

It does float. But the form element pokes through. That's how Active
content behaves (Flash, Java Applets, ActiveX, and certain form elements).
Unfortunately the only solution is to modify your page somewhat (as far as I
know, at least) so that -

1. The form is hidden when the layer is shown, or
2. The form is whisked offpage when the layer is shown, or
3. The form is moved so that it doesn't conflict with the layer
