He's running it through Roadrunner. Unless he's paying extra for it, he
won't have a static I/P address. If that's the case, he may be using
something like dyndns.com to forward it.

He's using tzo.com to handle his dynamic DNS.
The failure of Ping would more than likely be because ICMP is being blocked
somewhere along the route; quite common these days to prevent 'Denial of
Service' attacks. I've got my firewall blocking all ICMP, so I can't even
run tracert to see where the blockage is...

Occam's Razor...[1] Ask to see his config files. For Apache, that'd be
httpd.conf, but he's running IIS, so I don't know where it's stored. The
bandwidth is coming from RoadRunner.

I thought I did earlier, but now
from linux command line ping gets nothing and
traceroute gets to
hop 16 srp1-0.plmowiplym-ubr1.wi.rr.com (24.160.225.24) 56.616 ms
then hop 17 gets no response
from windows ping gets nothing
like was said earlier I would guess cox has some filtering turned on.
or his firewall settings have ping responses set to stealth mode

latest round of paranoia has locked me, his loving webmaster, out too. And
he's not responding to my emails.
